OSCE Can’t Get Into Prisons in Osh

OSCE representatives stationed in Osh say they can't get into the prisons.

Kyrgyzstan's ombudsman Tursunbek Akun travelled to the southern city of Osh to meet with the OSCE officials, and they asked him to intercede on their behalf, ca-news.com reported.

This is typical of the "anti-access areal-denial environment" (to borrow from US military lexicon) of Osh in general, not only to OSCE but any foreign human rights inspectors. The OSCE was never able to deploy a 52-person police advisory group during the pogroms in June 2010.

My guess Akun is not going to be able to do anything for his OSCE colleagues from Bishkek.
